TWG provides 3 training courses on enforcement
of the Digital Tachograph and methods of fraud and manipulation detection.
At the request of the project management of CASH , TWG has trained a first group of control officers in the Baltic Sea region. On September 7th and 8th the first training took place in Tallinn (Estonia). Three members of TWG trained 19 control officers on several aspects in the complex field of the Digital Tachograph enforcement.
The 17 students were operational traffic police officers (3 Norway, 2 Sweden, 5 Finland, 4 Estonia and 3 Latvia) and 2 managers of the Water Police in Hamburg (Germany).
The training included the following topics:
- Impact of road freight transport on EU roads
- Fraud and manipulations (facts and figures) in daily enforcement
- Digital tachograph in general
- How to analyse print-outs
- Indications on fraud and manipulation
- Detected frauds and manipulations
- Future EU legislation specifically proposed changes
After the training all the students were unanimous in their view, that this kind of training courses are necessary and valuable. Thanks to the information given, best practice methods and enforcement advices, their level and skills increased . Also their awareness in relation to possible frauds and manipulations has been increased . This initiative was very much appreciated and has to be followed up.
TWG-manager, on behalf of Tispol, Mr. Martin Bonthuis, could determine after the 2 days, that these kinds of cooperation clearly contribute to increasing and sharing knowledge. The aim should be to join forces in Europe and gives the transport sector a clear signal that structurally abnormal behaviour in the context of the road safety will not be tolerated. The increasing European cooperation certainly contributes to higher levels of enforcement. Detected frauds and figures of these kinds of offences shows this clearly. The TWG group does not have a distinct character, is open to all recommendations and is willing and able to share its knowledge with others. This type of training strengthens the European network and increases the knowledge level.
