3 days concerted roadside action in Northeast Hungary
The next round of regional checks were carried out near Debrecen from the 12th to the 14th June. Hajdu Bihar county’s Transport Inspectorate was pleased to host the event, which has been planned to be a regular bilateral exchange with the Czech Republic, however despite the ongoing administrative and financial difficulties the Hungarian organizators were delighted to be able welcome the inspectors from Romania (ISCTR) and Slovakia (NIP) as well.
First and second days of the action took place at and in the area of the Ártand border crossing as well as Püspökladány (junction of majors roads no4 and 42) focusing both on the tachograph manipulations and technical conditions of vehicles, including axle weight measurement. At the latter check site the presence of the mobile technical testing station played a great role in facilitating detection of breaking system’s deficiencies. The third day has seen the full closure of the M3 freeway, where joint work has been conducted with the Police, Customs and Directorate for Disaster Management. Complex inspections have been accomplished ranging from cargo securing thru technical to ADR checks.
During the 3 days the number of checked vehicles was 158, out of which roughly 50% were foreign registered. 30 infringements (about 13% in foreign vehicles) related to roadworthiness has been uncovered mainly brakes, tyres, damage to or inoperational lighting equipments. 683 working days were inspected with 2 infringements of driving and resting times uncovered out of this 1 manipulation. In case a transport doucments related offence as found due lack of licence.
As the conclusion of the week we also discussed on how to prosecute effectively at national level tachograph manipulations carried out with magnets, as theses cases along with double/multiple tachograph card use are rising in numbers lately.
The exchanged informations, practices have been found useful by the participating parties and the next bi-/multilateral event is scheduled for late September in Czech Republic and early October in Hungary respectively.
